Change Heating System and Water Heater

A few days ago, the application process for stakeholders in the Change Heating System & Water Heater program was completed, approaching 200,000 funding applications for the replacement of electric water heaters with solar water heaters and the installation of heat pumps.

After a few days delay, the information system opened only yesterday, Wednesday 14/05, access to suppliers, who will have to register their equipment and then, if the application is approved, they will be able to enter the platform of the programme.

Finally, with a delay of one more day in which the last issues related to the proper functioning of the registration of suppliers were restored, in today's update the Ministry of Environment notes the following:

  • The Ministry of Environment and Energy invites interested suppliers to submit, as of today, Thursday 15 May 2025, an application for participation in the «Change Heating System and Water Heaters» Programme, in order to be included in the Register of Suppliers. Suppliers must be operating in eligible Activity Codes (ACNs) as listed in the Program Guide and FAQs (Issue 2, question 3.2).
  • Indirect suppliers (such as manufacturers, dealers, importers) are also required to register their equipment in the Product Register, following the technical specifications of the Programme. Participation in the Programme requires full compliance with the relevant terms and conditions by all participants.
  • Applications for participation of suppliers are submitted via the online platform at: https://suppliers-allazosistimathermansis-thermosifona.gov.gr/go-beyond/login
  • For further information, interested parties can contact the office at 213 151 3753 (weekdays, 9:00 a.m. - 5:00 p.m.).
  • The Programme Guide, its amendments, the platform user manual, as well as the FAQs are available on the Programme's website.
  • The programme is implemented in the framework of the National Recovery and Resilience Plan «Greece 2.0», with funding from the European Union-NextGeneration EU.

The Ministry responsible has updated the list of questions, adding 22 additional questions, bringing the final total to 48.

You can read them in detail, divided by category, below:

1. General Information

The Programme «Change Heating System and Water Heater» subsidises households for the installation of new solar water heaters and/or heat pump systems with modern technology. In addition, the possibility of replacing energy-intensive electric heaters of old technology is provided, without constituting a prerequisite for participation in the programme. Specifically, the Program subsidizes:

  • The subsidy for the purchase of a new solar water heater with modern technology, including the cost of transporting the equipment. (Eligible Category A equipment).
  • The subsidy for the purchase of a new heat pump system (including outdoor unit, fan coil, radiators, hot water tank (boiler), idle tank). The subsidy also covers the cost of transporting the equipment. (Eligible Category B equipment).
  • The subsidy for the cost of carrying out necessary additional works for the installation of eligible equipment (e.g. installation costs, consumables, piping, valves, valves, brackets, fittings, smart system (timer), etc.). (Eligible expenditure for Categories A and B).

The beneficiaries of the Programme are residential consumers who wish to install a new technology solar water heater and/or a new heat pump system in their home (including a rented/free of charge home). Eligible to apply for the Programme are:

  • The owner of the house, whether it is a main or secondary residence that is owner-occupied, or a residence that is rented (for long or short term use) or given free of charge to a third party.
  • The tenant of the house, for the house he rents and uses as his main residence.
  • The User of a home provided free of charge, for the house in which he resides and which has been provided to him free of charge.

Any natural person may apply for the purchase of a new solar water heater and/or heat pump system for a primary or secondary residence, for which the following cumulative conditions are met:

  1. It is the main or secondary residence of the beneficiary (owned, rented or leased).
  2. It has an active, domestic (and not shared) electricity supply, through which the identification of the beneficiary's residence is carried out.

It is recalled that it is not possible for different natural persons to submit more than one application for the same residence.

The beneficiaries of the Programme are natural persons who have been enrolled in the Programme and the final recipients of the incentives.

Applications for Categories A and B of Eligible Equipment can be submitted under the same VAT number, provided that one application per Category is submitted.

However, it is not possible for different natural persons to submit more than one application for the same residence.

Products eligible for a grant from the Programme must meet certain minimum characteristics (Table 2, Chapter 2.3):

Eligible Equipment in Category B includes the outdoor unit, fan coil, radiators, boiler and idling tank.

No Energy Performance Certificate (EPC) or energy audit is required for participation in the Programme.

Old appliances that are replaced are recycled in accordance with European and national legislation.

The replacement of energy-intensive old-technology electric heaters is not a prerequisite for participation in the programme. It is necessary to follow the terms and provisions of Law 4819/2021 and of KYA 23615/2014 on Waste Management of Electrical and Electronic Equipment (WEEE) for the old energy-intensive appliances that are being replaced, ensuring their proper and environmentally responsible management.

2. Questions for beneficiaries

The Single Register of Approved Equipment will be published on the Programme's website, in the Registers section, from April 2025, where all products approved in the Programme will be available.

Suppliers who participate in the Program and sell the subsidized equipment will direct you to the specific models that are approved and eligible for funding through the Program.

Each application may include one (1) Solar Water Heater or one (1) heat pump system to be funded.

A maximum of two applications may be submitted, one for Category A and one for Category B Eligible Equipment. However, it is not possible to submit more than one application for the same Category of Eligible Equipment from the same natural person (TIN). In addition, it is not possible to submit a second application for the same Eligible Equipment at the same residence, even if the application is submitted by a different natural person (TIN).

It is possible to apply for the «Change Heating System and Water Heater» program, provided that there is no overlap of costs with another program for the same house. Specifically:

  • If funding for the same expenditure (solar water heater and/or heat pump system) has already been received through another scheme for the same dwelling, no new aid is allowed, in line with the principle of non-duplication of aid.
  • If there is an active application for the same expense in another energy upgrade program, it must first be cancelled before submitting a new application to the «Change Heating System and Water Heater» program.
  • If participation in both the «Change Heating System and Water Heater» programme and other programmes (e.g. «Energy Efficiency 2025») for the same house is desired, it must be ensured that the applications concern different costs.

There are no income criteria that exclude the possibility of a subsidy. However, in Category A for «Solar Water Heater Purchase Expenditure», the income criteria determine the aid rate, which is 50% or 60%. Specifically:

  • 60% subsidy for individual income ≤5.000€ or family income ≤10.000€
  • 50% grant for individual income >5.000€ or family income >10.000€

In Category B, for the purchase and installation of a heat pump system, the aid rate is fixed at 50%, regardless of income.

In any case, the submission of a new application for funding to the «Change Heating System and Water Heater» Program is required. If you were a runner-up in the «Recycle - Replace Water Heater» program and received vouchers that you did not cash, you will have priority in the final ranking, provided that the application is submitted from the same tax ID.

The application concerns either an owner-occupied, rented or leased residence, provided that the following conditions are met:

  • It is the applicant's main or secondary residence.
  • It has an active, domestic (and not shared) electricity supply, through which the identification of this dwelling is carried out.
  • A Solar Water Heater and/or heat pump system can be installed in the applicant's residence and there is no restriction by operating regulations (e.g. condominium regulations, building operating regulations, etc.).

For the successful submission of the funding application, applicants must attach to the Programme's digital platform the required supporting documents, as appropriate, as follows:

  • De Minimis Owner's Declaration of Responsibility (in case of rental/free concession) completed with the details of the Owner of the property.
    • In the case of co-owners, the De minimis Declaration is completed and submitted by all co-owners (usufructuaries and full owners). In the “Other Documents” section of the digital platform of the Programme, the other documents are posted in addition.
    • In the case where the De Minimis Declaration is signed by a proxy instead of the owner, for the completeness of the application and the correct examination procedure, it is necessary to present the corresponding power of attorney document. The power of attorney should explicitly state the right of the attorney to sign on behalf of the owner for transactions related to public bodies, and should explicitly cover the signing of responsible declarations such as the De Minimis Declaration.
    • If the owner of the property is a legal entity, the Declaration must be completed by the legal representative of the company.
    • If the owner has died and the acceptance of the inheritance has not been completed, the owners until the formal publication of the will are considered the intestate heirs of the deceased (usually spouse and children, or any other relationship provided for by the law of succession). Therefore, these persons may proceed to make a Declaration of Ownership for the purposes of the Scheme.
  • Owner's Declaration of Consent (in case of rental/free concession) completed with the details of the Owner of the property.
  • In case of co-owners, the Informed Consent Form is submitted by all co-owners (usufructuaries and full masters). In the “Other Documents” section of the digital platform of the Programme, the other documents are posted in addition.
  • If the owner has died and the acceptance of the inheritance has not been completed, the owners until the formal publication of the will are considered the intestate heirs of the deceased (usually spouse and children, or any other relationship provided for by the law of succession). Therefore, these persons may proceed to make a Declaration of Ownership for the purposes of the Scheme.
  • Certificate of Disability (in case of a disabled member).
  • Electricity Provider Account (Last 2 months).
  • Income tax declaration (E1), of the tax year 2023, showing the main/secondary residence where the eligible equipment is installed.
    • In the case of family income where the Spouses/MPAs submit separate tax returns, the attachment of the Spouse's/MPA's income tax return (E1) is required in the “Other Documents” section of the digital platform of the Programme.
  • Certificate of Family Status, in the case of three (3) or more dependent children.
    • In the case of a foreign national, the birth certificates of the children must be attached. In the “Other Documents” section of the digital platform of the Programme, the other documents are uploaded in order to confirm the parental relationship and the number of dependent children.
  • Lease information declaration real estate property of the Hellenic Revenue Service (Property Lease), if the house is rented.

To count towards the classification criterion, an applicant with a disability or dependent child with a disability greater than or equal to 67% must provide an opinion or certificate from a disability certification board or other competent authority which by law continues to exercise its powers.

Beneficiaries will be able to receive and use the cheques after the affiliation decision.

No money is refunded. Once the application is approved and eligibility is established, Program Vouchers are sent electronically.

The first cheque is used for the purchase of new Category A & B equipment, while the second can subsidise (optionally) the cost of additional services (e.g. installation costs, consumables, piping, valves, brackets, fittings, smart system (timer), etc.).

Cheques are not issued in physical form, but are assigned to unique codes, which are sent to the online account of the platform where the application was submitted, as well as to the confirmed email address. These cheques are cashed by an approved supplier who is included in the Supplier Register.

By providing the cheques to each supplier, part of the price of the equipment and the cost of additional installation work is covered. Therefore, payment of the remaining value is required by own means (cash, card, instalments, etc.).

There is no single amount for every case.

The maximum value of the cheque is determined by a number of factors, including but not limited to the subsidy rate (from 50% to 60%) you are entitled to and the selling price of the product.

If the selling price of the Solar Water Heater exceeds the manufacturer's Suggested Retail Price (RRP) (which you will know from April 2025) then you are entitled to the maximum subsidy rate on the RRP.

Similarly, the maximum value of the cheque for the cost of carrying out the necessary additional work varies according to the grant rate you are entitled to (from 50% to 60% depending on your income category).

The maximum values (maximum amount of grant) per case are available in Tables 3 and 4 of paragraph 2.4 the Programme Guide.

The cheque code is stored in your online account, at the point where you submitted your funding application, on the digital platform of the Programme. In addition, check codes will be sent to the email address provided at the time of application submission to the Program.

No way. Checks are personal and pertain to the application submitted and approved (eligibility, income criteria, residential address of establishment, etc.).

Knowing the codes of the cheques does not in itself allow a third party to use them. At the time of purchase, a one-time use code (OTP) valid for a few minutes and sent to your personal email address, which in turn is confirmed at the time of application.

In other words, double confirmation is required and the person making the purchase should know their personal details (VAT number, passwords), as well as have timely access to their confirmed email address.

Not every supplier of eligible equipment is required to participate in the Program. Those who wish to do so must apply and follow specific procedures.

A list of all (at any given time) approved suppliers is published on the Programme website.

The subsidy for additional services is not possible if you have chosen not to apply for it when submitting the application on the digital platform of the Programme. The field «Do you wish to subsidise the Supplementary Services?» is mandatory and the option you indicate («Yes» or «No») is entered in your application. Once your application has been finally submitted, it cannot be edited. Therefore, if you have indicated that you do not wish to receive a grant, there is no possibility of a grant afterwards.

Otherwise, the service check may be cancelled even after the final submission of the application.

To activate the submission feature, you need to check the following fields:

  • No. Dependent children : If you have dependent children, enter the corresponding number or, if you do not have any, enter “0” (zero).
  • Power supply: Check that you have answered the questions «Is the Power Supply Active?», «Is the Power Supply Domestic?» «Is the electricity supply residential?» and "Is the electricity supply communal?" and "Is the electricity supply communal?".
  • No. Power Supply No: Check that the Power Supply No. Check that you have filled in the first 11 digits and the hyphen in the Power Supply Number. (e.g. 111111111-11).
  • A.D.T. / Passport: Check that the ID number does not contain any spaces and is in Greek characters.
  • Individual and family income: Check that the individual and family income fields are both filled in (without decimals).
  • Make sure that you have accepted the terms and conditions of the Programme and that you have attached all the required documents.

The application has been successfully registered when a confirmation email is sent to you and it is in the “For Evaluation” status.

After the final submission of your application, it cannot be processed. During the evaluation of your application and in certain cases where it is found that any of the documents submitted is incorrect, incomplete or not clear (e.g. blank document, incorrect file, unreadable scan), you will be asked via the Programme's digital platform to re-attach the correct document or any additional supplementary information.

The applicant must post the correct document on the digital platform within seven (7) calendar days from the date of the electronic notification.

The templates of the Responsible Declarations are available in the Programme Guide and in the «Documents» section of the Programme's digital platform. Applicants can download, complete and submit them according to the instructions.

It is noted that the Responsible Statements are addressed to the NSRF Executive Structure of the Ministry of Environment and Energy.

3. Questions for suppliers

Participation in the Programme is allowed if you are engaged in the retail trade of solar water heaters, heat pump systems or other related Activity Code Numbers (ACNs), as defined in the paragraph 5.3 the Programme Guide.

Suppliers shall submit applications between from 07-05-2025 until the end of the purchases of the Programme.

All suppliers with a relevant activity in Greece can participate in the Programme and sell their subsidised products, provided they comply with some basic conditions and terms of the Programme.

In order to participate, you must submit an Application for Participation in the Programme's Digital Vendor Platform, which must be approved before you can start selling subsidised equipment to Programme beneficiaries.

The specific conditions and steps for the approval of your participation in the Programme are described in detail in the Chapter 5 the Programme Guide.

Suppliers wishing to participate in the Programme must have an activity related to the scope of the Programme, in accordance with the eligible Sectors defined in paragraph 5.3 of the Programme Guide, which is available at Programme documents on the digital platform. Suppliers are divided into two categories:

  • Direct Suppliers: Retailers, professionals or workshops that cash cheques and have direct contact with beneficiaries. To be eligible, they must have at least one (primary or secondary) of the following IDs:

The following documents are required for the submission of the application for participation in the Programme:

  1. Declaration of Participation, in accordance with Paragraph 2 of the Programme Guide and signed by the legal representative.
  2. Certificate of Representation and a copy of the corresponding entry in the General Register of Companies: A copy of the registration at the General Register of Companies proving legal representation. Depending on the legal form of the company, if the above documents are not sufficient or are not issued (e.g. sole proprietorship), a General Certificate or another document is submitted which, in combination with the previous one or independently, documents the legal representation of the signatory of the declaration.
  3. Personalised information of the company from the TAXISNET register: Uncertified copy (printout) from the company's register. In case of a branch, the detailed information of the branch is required.
  4. IBAN account confirmation: Printing of account details from the bank with the IBAN account number and the beneficiary's details that are identical to the supplier's details.

Alternatively, documents (2) & (3) may be submitted instead:

  • A certificate or attestation (for example from the relevant chamber of commerce or trade register or other competent authority); or
  • Affidavit of verification/confirmation of the applications for participation (Attached is a model of the relevant Declaration of Legal Representative)

The «Change Heating System and Water Heater» Program is a new Program. Therefore, the Application for Participation in the new «Change Heating System and Water Heater» Programme is necessary, even for suppliers who were registered in the supplier register of the previous «Recycle - Change Water Heater» Programme.

There is no deadline for suppliers to submit applications to participate. New suppliers may be approved throughout the duration of the Programme.

The Application Form is very simple and can be completed in a few minutes, while the required documents are also simple and are usually issued instantly, via the internet.

At the start of the Programme, there may be a few days of congestion if all shops apply at the same time. However, thereafter, applications will be approved or rejected.

The product declaration may be submitted by indirect suppliers, i.e. manufacturers (or a subsidiary/associated company), agents, importers and distributors, without direct dealings with the beneficiaries. It should be noted that a declaration by a retailer is not allowed unless the retailer has one of the above roles for the eligible equipment.

The procedure includes:

  1. A statement of product characteristics, models and types, including the following information: Product Code, Manufacturer, Model/Name, Product Description and Supplier Information.
  2. Submission of the necessary documentation proving the eligibility of the product, through the listing of an official product website, where the specifications and description of the product are presented.
  3. Declaration of Maximum Suggested Retail Price (Reasonable Cost). The retail price must be less than or equal to the «maximum suggested retail price» declared by the manufacturer or supplier.

After registration, the Programme proceeds to evaluate the declared products and elements in order to ensure that the products comply with the minimum requirements set out in the Programme Guide.

Products that meet the requirements are registered in the Register of Approved Equipment, which is accessible to beneficiaries and suppliers.

Re-declaration is not necessary. If the equipment has already been declared and approved, it can be made available by any approved supplier without the need for a new approval, as it is already registered in the Single Register of Approved Equipment.

He will report it to you himself. No document is required, only that he knows his VAT number, the code of the cheque, and that he brings his mobile phone device to confirm the cashing of the cheque by email.

The supplier can enter the code of the cheque in the digital platform of the Programme in order to check if it corresponds to a valid and available cheque. He also enters the VAT number, the code of the cheque and the one-time code that will be sent to his mobile phone at that moment, in order to bind the cheque for the subsequent payment of the document he will issue.

Once an order has been placed, the cheque must be committed on the Programme's digital platform. For this purpose, the VAT number, the cheque code and the one-time use code, which will be sent at that time to the customer's e-mail address, must be entered in the platform in order to bind the cheque.

The cheque remains blocked for a period of 30 days, within which the sale process is expected to be completed. The freeze ensures that during this period, the beneficiary cannot use the same cheque to make a parallel purchase with a subsidised purchase from another supplier.

The cheque can be returned to the customer and used at another retailer if the customer wishes. In this case, the retailer proceeds to release the cheque immediately via the digital platform before the 30 days have elapsed (without waiting for automatic release).

The amount that the customer has to pay is only the amount that is less than the grant (i.e. the total price including VAT minus the final value of the cheque). The value of the cheque is considered as a method of payment that partially pays off the sales document. Once the cheque is issued, the equivalent amount is deemed to have been paid and the customer is only required to pay the balance of the payment.

As for the remaining amount (other than the grant) paid by the customer, it is paid in the ways and at the time chosen, in line with normal commercial practice.

In the case of a purchase of a product which includes additional and eligible services, these should be invoiced separately (e.g. on a different line of the same document or on a separate document) and in any event, should not be included in the price of the basic product on which the aid is to be calculated. The sales document must be signed by both the supplier and the beneficiary and posted on the Programme's digital platform in order to proceed with the payment of the supplier by the Programme.

Especially with regard to the service cheque, the cashing cannot precede the successful cashing of the corresponding product cheque (it must occur at the same time or after it).

All of the additional services must be included on a single document (from a single supplier) in order to be eligible for a service voucher.

The subsidised sale price of the new equipment and the additional services must correspond to a cash price, as any interest accruing after settlement (instalments) is not subsidised. Where payment is made on the basis of instalments, the total amount (value) in cash should be recorded and declared in each transaction, separately from any other charges (e.g. interest and envelope charges).

For each new purchase of eligible equipment, the supplier cashes the customer's equipment check (on the Program's digital platform), which covers a portion of the cost of the equipment provided and invoiced. The check amount due will be collected by the Paying Entity beginning in the calendar month following the month in which the check is successfully cashed.

For each redemption, a legal sales document is required, which must be signed by both the supplier and the beneficiary. The sales document is posted by the vendor on the Program's digital platform in order to proceed with the vendor's payment from the Program.

The Guide does not explicitly define the cost of the on-site survey. If the client wishes to include the on-site survey in the service package, this is not prohibited, as the examples of additional services are indicative.

No partial redemption is foreseen. Transportation costs are included in the voucher for eligible equipment. The service voucher must be redeemed:

  1. Or to a supplier who, in addition to the product, also invoices the relevant services (product and service package).
  2. Either to a separate professional or plumbing crew that will undertake the work independently with the above supplier.

As set forth in the Guide, in cases where, at the close of the cashing deadline, eligible equipment purchase checks are in vendor hold status, the purchase deadline is extended by an additional fifteen (15) days to complete and cash the eligible equipment check.

The deadline for cashing checks for eligible equipment purchases is 10-31-2025 and the deadline for cashing service checks is 11-28-2025.

4. Questions for plumbing professionals

Applications for participation in the Programme can be made by professionals or plumbing and air conditioning heating and cooling installation workshops, from April 2025, which provide subsidised services related to the installation of new solar water heaters and heat pump systems.

To participate in the Programme, suppliers are required to:

  • The legal or tax status in Greece (company, branch, etc.) and confirmation that the activity is registered under the code 43.22.00.00 («Plumbing, heating and air-conditioning installations for heating and cooling») or any subcategory thereof.
  • The submission of a Request for Participation through the Programme's online supplier platform.

The Program subsidy covers services related to the installation of the new Solar Water Heater and/or heat pump system and includes:

  • Work for the installation of the new solar water heater and/or heat pump system.
  • Expenditure for carrying out necessary additional installation work of the eligible equipment (e.g. installation costs, consumables, piping, valves, brackets, supports, fittings, smart system (timer), etc.).

For each new installation, the service provider cashes the customer's service check (on the Program's digital platform), which covers part of the cost of the services provided and billed. The amount of the check due will be collected by the Payment Provider beginning in the calendar month following the month in which the check is successfully cashed.

For each installation, it should be issued:

  • The corresponding legal document for the provision of services, detailing the services provided.
  • Installation Certificate signed by the installer and the beneficiary, as defined in Annex V of the Programme Guide.

The collection of the old electric water heater is not an obligation of the technician according to the Program Guide. In the case of recycling, it is mandatory to follow the terms and provisions of Law 4819/2021 and of the Decree 23615/2014 on the Management of Waste Electrical and Electronic Equipment (WEEE) for the old energy-intensive appliances that are replaced, ensuring their proper and environmentally responsible management.

The basic responsibility of the installation professional is to ensure the correct installation of the new Solar Water Heater and/or the new heat pump system.

For each installation, the professional installer has the following obligations:

  • To issue the corresponding legal document of service provision, in which the services provided are detailed.
  • Provide a Certificate of Installation, signed by the installer and the beneficiary, as defined in Annex V of the Programme Guide.

The installer must comply with all the requirements of the Programme for the correct and safe installation of the systems.
